Talking Points
E-Rate provides funding for internet connection in districts across Iowa, both urban and rural. It does not pay for devices like laptops and tablets.
Internet is essential for running a school district - strong and reliable connectivity is required for everything from security cameras to communicating with parents and families, in addition to inside-the-classroom uses.
E-Rate has been supporting school districts for 30 years, so districts would have to pay for these services using a different funding source, likely PPEL.
No federal tax dollars are used to support E-Rate. It is funded through the Universal Service Fund, which is paid for by fees on telecommunications companies.
Comment on Proposed FCC Rule
The FCC has proposed a rule that would implement significant changes and likely reduce funding. You can comment on the proposed rule by Oct. 13.
As a reminder, there are two categories that make up the program: internet access and telecommunications that service a school, and the equipment and maintenance to deliver the services within a school. The funding doesn’t flow directly to school districts; instead, it allows districts to receive a discount on the services while the funding goes to the vendors. Your district’s discount rate depends on several factors, including location (urban vs. rural) and poverty level.
